I suggest let's make the review three weeks and the vote one week.
I am guessing there is a constituency of eligible voters, i.e. there is
not universal suffrage.
Like in Boost, anyone on this list can participate to discussions and
vote. In theory this system can be abused (i.e. by multiple accounts,
sock puppets etc.) but in practice it works fairly well.
