Actually, in some respects, it is the FCC who understands, and the amateur community that doesn't.
It costs money to regulate the airwaves, and there are a lot of interests out there willing to provide whatever funds are needed in order to get "their piece" of spectrum. We amateurs have chunks allotted here-and-there, and the FCC"s position is that they don't want to, nor should they, heavily regulate it. We're supposed to be able to figure it out pretty much for ourselves. In that context, who's not understanding?
