John, Any particular reason you think that European hams will be the ones developing the ARQ sound card modes?
We have the one ARQ mode developed by a U.S. ham for MS-Win XP and Reins, PSKmail for Linux. In addition, K9PS developed a proposal for ARQ modes that I believe was used by Reins for PSKmail.
