When you process 1 to 10 registrations a week, and have no paid programming
resources, the cost of doing business is much lower by manually processing
orders via quickstart -- that is, it is possible, whereas waiting for an
appropriately-skilled volunteer to pop up and decide he wants to work on a
registration page instead of something cooler means registrations will wait
till hell freezes over.
