If they transfer it away, they charge you for it.  If they retain it, they
use
it.

There is an inherent balance in the system because parties gain either way.

Most important is that a "gaining bank" or its customer cannot fabricate a
transfer using public information.  A "gaining registrar" or its customer
can,
and there's not much reason for them not to.
