No, your explanation was totally correct - the forum is only meant to allow people to create an account to work on the website and to manage their profile. Using the forum module just was easier than to write user-login and user-profile management pages myself. The only thing I could imagine using it would be to discuss silverstripe/website specific problems, but then again: I personally prefer the mailinglists.
