I suspect that this will work if you are root.
/etc/security/exec_attr should have this line (one line!):
Forced Privilege:solaris:cmd:::/usr/bin/rmformat:
privs=file_dac_read,file_dac_write,proc_fork,proc_exec,sys_mount,sys_devices
If you are on oi_151a8, this may does not work due to some problems
with RBAC privileges, update to a9.

that for response (BTW, I am on /hipster-2014.1):
$ grep -E "Forced.*rmformat" /etc/security/exec_attr
Forced
Privilege:solaris:cmd:::/usr/bin/rmformat:privs=file_dac_read,file_dac_write,proc_fork,proc_exec,sys_mount,sys_devices
Neither sudo or pfexec (which I prefer) didn't help.
