Policies and procedures can be amended at any time (literally at any time) by simple Board vote. Historically, the Board might seek some input from SMEs within the membership, but if a policy/procedure was getting in the way, you could propose an amendment mid-Board-meeting, approve the amendment, change the policy, and then go do whatever it was that was being interfered with, all in the scope of a couple minutes.
