Available time absolutely is a zero sum game. There are a finite
number of hours in the day for someone to do something, and any time
people spend on LOPSA is (IMHO) wasted effort.

Not at all. Some percentage of LOPSA folks will be like "those other
organizations aren't for me". Some percentage of LOPSA folks will be
like, "I'm going to help out {otherOrganization} instead."
But since effort spent on LOPSA falls into a tame black hole of
non-progress, ANY effort that is diverted from LOPSA to -- literally
- -- any other goal is a net-positive for societal progress.

A couple years worth. Like I said, it's my dues through 2017. So long
as LOPSA's sitting on that money, I've got a vested interest in the
optimization of its value.

USENIX does a hell of a better job than we do, for starters. The
