That may be the situation in Sweden, but in the US it's not hard to meet your spec for under $300. Requiring a separate drive for the OS (which no average-Joe computer user does anyway) restricts the choices slightly, but it can still be done. Shuttle, MSI and other brands have some good offerings in this part of the market (see newegg.com).
