I'm sure there must be some good reason why such a complex facility
exists, but I can't see what's wrong with just giving those devices a
static IP so they don't even need to talk to a DHCP server.

<speculation>Are there devices which can ONLY get an IP from DHCP? I can
sort of believe maybe some manufacturers might treat their customers
with that much contempt</speculation>
