@slartibartfast, where did you put this commands?

    I added
  user command 1 uhubctl -l 1-1 -p 4 -a 0
  user command 2 uhubctl -l 1-1 -p 4 -a 1
  which toggles the power to USB port 4. This works without any added time 
delay so I think that is good enough for me.
