When I installed, Fred was not the default voice, Alex was.

You can bring up the speech roter (VOKeys- command) then navigate to the volume option, which is two presses on the right arrow key when holding down the control-option-command, then pressing up arrow with those modifier keys pressed. If you still don't hear speech during the installer, then there is a bug.

Sorry if saying this is too obvious, but when you put in the installer cd and it revs up, you do have to use cmd-f5 to turn on voiceover.
