No.  Just no.  This isn't mission creep, it's mission gallop.

DMARC is not a magic bullet to divide good mail from bad mail and we
would do nobody any favors by going down this path.

DMARC does what it does, and I really do not want to start opining about
the way other parts of a mail system should work.
