I had been thinking M3AAWG would be a good venue.  fTLD (who runs .bank and . 
insurance) recently gave a presentation about PSD DMARC at an ICANN tech day.  
I think there are multiple avenues of approach that we can use without having 
to invoke the IETF directly.
