I recommend/prefer option 1. Of the others, I prefer option 2 rather than option 3.

LinkedIn sends failure reports. I wouldn't claim that the volume generated is significant at Internet scale, but it is certainly done in public view.

Within the past month a commercial report processor has told me that they generate value for those customers who direct failure reports to them. I will ask this party to speak up here, as I don't claim to represent them. But if they reiterate that position, perhaps it speaks to the value of the effort that would be required for option 1.
