Definitive but with a possible mess. A new eth1 could be created by the kernel in the same time eth0 is renamed to eth1 by Udev. The race problem pointed by Adam.

AFAIK you can use any name you like in /etc/udev/rules.d/70-persistent-net.rules (provided they don't conflict). E.G. nic0, nic1, etc. Which would avoid conflicts and provide definitive names.
