It strikes me that, even if the hypothetical scenario is true,
"replace the DNS" isn't the most obvious solution to the problem.  For
instance, "increase the penetration of root copies in PRC-based ISPs"
would be an obvious answer, and that's something open to every
PRC-based ISP today from what we're hearing in this thread.

So even if the hypothetical scenario is true, it's not a very strong
premise for the conclusion under discussion.
