Hum… The then director has no recollection of that and a request to ICANN to produce such a letter was denied. All we have is an assertion that a request was made. Neither Herb, nor Bob have any idea what happened. In the interests of openness & transparency, one might expect less demure behaviors. I would go into more detail, but it is not WG related.

For requests relating to substantial changes of control for ccTLDs (e.g. delegations, transfers and retirement) a report is published after the conclusion of such requests that is a distillation of the relevant facts, but the underlying communications with the parties are not.
