Last I looked 
http://www.iana.org/assignments/special-use-domain-names/special-use-domain-names.xml
 was XML and it's machine-readable.

OK, I'll say it.

Put special use registry be put into the DNS, e.g.,

$ORIGIN special-use-domain-names.arpa.

10.in-addr.arpa IN URI 10 1 "http://www.iana.org/go/rfc6761";
...
onion           IN URI 10 1 "http://www.iana.org/go/rfc7686";
...
