I think there was an editorial glitch, so now you have two errors #17 and no 
#18 - 3.19 should become #18 again. 

Regarding the substance, I think that the text is reasonably clear; especially 
the difference between #15 and #18-aka-3.19 (which was the subject of 
Stephane's comment) is that in #15 the resolver is blocking the specific 
queried name while in #18 the resolver is blocking the specific client, and I 
think that this is still a useful distinction to make.
