It is just a release calendar to set the steps no ? Versions doesn't need to have a certain amount of new features... except in commercial softwares maybe...
And the pace is great to focus attention of dev community just before releases to correct issues as Rdoursenaud wants to invite. It should be great to find a way to focus attention of users and theirs integrators also to report bugs and requests just after the release to set a certain "rythm" also. I imagine that the sooner and less stable the release is... the later the migration of users will be so it is good for Devs to have time to adapt modules ;) Users willing to adopt a 3.9 should wait 3.9.1 to get semi solid production environment and 3.9.2 to have a stable one.
