Many companies don't require you to remove their DNS servers before transferring; however, they remove your data from their DNS servers (and delete your web content and...) once the transfer goes through.
If they're going to automatically drop a service that continued operaiton depends on -- and they have every right to make web hosting, DNS, and registration proxying dependent on using them as a registrar -- it's certainly better that they block the transfer until you remove or reconfigure the dependent services than just let stuff fail silently.
