Will GST be added for Canadian buyers and/or sellers?

It creates 4 different scenarios:

1) Canadian Buyer, Canadian Seller -- GST
2) Non-Canadian Buyer, Canadian Seller -- no GST
3) Canadian Buyer, Non-Canadian Seller -- no GST??? (unclear, if Tucows
is the seller of record, and routes things through their Canadian
operation, vs. the US one)
4) Non-Canadian Buyer, Non-Canadian Seller -- no GST

It becomes a wash, ultimately, for Tucows and the Canadian
buyers/sellers, as the GST paid can be recovered in full as an input
tax credit. But, it needs to be properly accounted for, nonetheless.
Ideally, the GST would be a side-payment in Canadian dollars (i.e.
using XE.com to get the relevant rate), to simplify the accounting. Or,
perhaps even simpler would be if the US branch of Tucows is the seller
of record, in which case there'd be no GST, I would think.

VAT might be an issue for Europeans, too.
