Support have replied to me:

"The error you are receiving is due to the fact that the .EU registry has 
not yet posted the funds that were wired to them on April 10 to our account. 
Our product manager is aware of the situation and is in contact with the 
registry to get this matter resolved as soon as possible. Once the matter is 
resolved you will be able to resubmit your pending .EU orders."

Clearly Tucows are not used to European ways of doing things.....
