I don't think it's limited to the WHOIS server.
We requested about 120 AUTH CODE emails from the openSRS management interface last night, and only 1/3 of them made it. Then you add the WHOIS server problem to that, and the gaining registrar could only get details on 1/2 of the 1/3 of 120. If I was a conspiracy theorist...
