There was no directory called /home/terry/snap/chromium/3245/ in the backup.  The other numbered directories are empty on this machine, but do contain files in the backup.  However, those files don't seem to be restored, and I get the following errors:
So I went a bit further and tried to remove Chromium completely:

<Start>
terry@OptiPlex:~$ snap remove chromium
error: cannot perform the following tasks:
- Remove data for snap "chromium" (3245) (failed to remove snap "chromium" base directory: remove /home/terry/snap/chromium: directory not empty)
terry@OptiPlex:~$ snap remove --purge chromium
error: cannot perform the following tasks:
- Remove data for snap "chromium" (3245) (failed to remove snap "chromium" base directory: remove /home/terry/snap/chromium: directory not empty)
terry@OptiPlex:~$ snap refresh
All snaps up to date.
terry@OptiPlex:~$ snap install chromium
snap "chromium" is already installed, see 'snap help refresh'
<End>

At this point, I manually removed the directory /home/terry/snap/chromium and tried to remove the instance again:

<Start>
terry@OptiPlex:~$ snap remove --purge chromium
chromium removed
<End>

OK. So now I apparently have a completely Chromium free machine:

<Start>
terry@OptiPlex:~$ snap install chromium
chromium 140.0.7339.80 from Canonical✓ installed
<End>

Now it should be a clean install:

<Start>
terry@OptiPlex:~$ /snap/bin/chromium
Gtk-Message: 10:19:54.841: Not loading module "atk-bridge": The functionality is provided by GTK natively. Please try to not load it.

(chrome:51305): Gtk-WARNING **: 10:19:55.032: Theme parsing error: gtk.css:1:21: Failed to import: Error opening file /home/terry/snap/chromium/3245/.config/gtk-3.0/colors.css: No such file or directory [51305:51479:0910/101958.866755:ERROR:google_apis/gcm/engine/registration_request.cc:291] Registration response error message: QUOTA_EXCEEDED
<End>

The directory /home/terry/snap/chromium/3245 is empty, even though snap reported success after the installation.

I now suspect that the problem is snap.
