Yes that is the position that the window comes up. It came up in a different position when I was logged into the alternative user, but everything else was the same.

No, apart from the fact that the Extensions button appears to have been pressed. However, it is faded out, and nothing is clickable.

I don't know; I never saw it again.
Perhaps Chromium wants you to do something elsewhere and everything is waiting on that?
