That's a really good question and people have differing opinions.  My opinion is that when a new feature is not really a search, and/or it requires more than just a single XML file, and/or it doesn't have general appeal (i.e., not many will use it) it should be an optional add-on. 
 
The googlespell spell check sort of fits these requirements -- multiple files, not general appeal, requires some stuff that normal searches don't (a personal license key) -- in my opinion.  It was also a pretty simple one to experiment with as an add-on.
 
Any more thoughts/opinions?

makes sense, Glenn.  question though (for future FAQ maybe) how do you differentiate when you should write a search and when you should write an add-on?
