It should have been bumped for 4.1, but wasn't.  Bumping it after 4.1
will just cause an unnecessary incompatibility for the 4.1 -> 4.2 step
while still not resolving the 4.0.x -> 4.1 incompatibility.  I think the
best thing is to use the versioning in 4.1 as the baseline.
