Yes, it is a blank which comes with the machine.

It actually performs another purpose: the new PowerBook really needs
devices present in both bays to maintain structural stiffness.  (The
tradeoff for the weight and thickness reductions is that the machine is a
lot more flexible than the Wall Street.)
