I wonder how you propose doing that; I doubt that DW will have access to every present and former LiveJournal user's email address. (And even if it did, many email addresses "rot" and users are no longer reachable via the email address associated with the account, especially for inactive users. Witness the many support requests for people trying to recover their passwords who no longer have access to their email address of record.) Or did you mean "the journal owner has to figure out themself how to comment each and every user who commented on his journal -- whether it be by an email address he knows, PM, comment in their journal, IM, or some other method"? The obvious place where this will likely fail is deleted and suspended users, since you can't look up their info any more. (But just because their account is gone doesn't mean their copyright is invalid.)
