That's nothing to do with the list, you obviously have Outlook set up as your default mail program. Easily changed in Control Panel.
Also, most of the stuff in archive you indicated is from many years ago... before DX4Win supported LotW. DX4Win has been around a lot longer than LotW. I saw no posts in the first few pages relative to your "issue". To summarize... there are no issues regarding states with the current or recent versions of DX4Win... there is no issues with the list... there are no issues with the list's users.
