Rick, My logging program has been handling the upload duties for me for so long that I have forgotten about TQSL signing the ADIF files for me :) Just for the fun of it I brought up TQSL using the icon on my Desktop and did a search for state. "Adding and Editing Station Locations" comes up where anyone can add things like Callsign, Zone(s), State, County, etc.
The first sentence says "Adding (or editing) a station location is performed via a wizard. DXKeeper has exactly the same problem. Also, on the DX4WIN website there are several ways to save ADIF to DX4WIN. You can place anything you want in your logging program and it won't matter since TQSL doesn't process it. TrustedQSL uses the station location that you set up in TQSLCert to decide what entity, state, and zone to use for that ADIF conversion; if you don't set that location up correctly, it won't be correct in LoTW. It's possible for a logging program to fix this by directly defining station locations in the TQSLcert database, but nobody is doing that as far as I know.
