If your logs on Logbook of the World do not contain state information,
that's because you did not select a state when you configured your station
location in TQSL. The state information doesn't come from your logbook
(either N1MM or DX4WIN).

Start up TQSL on your system and chose "Edit Locations" from the "Station"
menu.
>From the "Edit Station Locations" menu, click on the location that you're
using and then click "Edit..." to start up the location wizard.
The first page has your Grid Square info and zones. Click "Next" once those
are correct.
The next page has your State and County. Those are probably empty in your
case (or, they were empty when you signed your log initially). Once those
are correct, click "Next" again.
Click "Finish" to complete the wizard.

Now you can re-export the QSOs in question, sign them using TQSL, and
re-upload to LoTW. Those will now have a state defined for your station
location.
