I have seen NO indication that the ARRL is going to separate LoTW qsl's from 
hardcard
qsl's.
In fact the new dxcc form already has a box to apply LoTW credits to your 
totals.
(haven't checked the WAS submittal form.)

But all indications are that a LoTW qsl is to be treated the same as a actual 
hardcard.

What the other Awards organizations do can not be predicted although I've heard 
rumors
that CQ will follow the same idea.

But, with the report designer, I'm sure you can do that, if that's your wish.
