I agree.

What would be even better would be to implement it in a windows-like 
ALT-TAB fashion - to only select the highlighted item on release of the 
ALT (or whatever modifier) key, and if you hold down the ALT and 
repeatedly press F1 the highlighted item in the list would move down.  I 
implemented something similar for switching between recent files in my 
JBNavigator+ open tool for JBuilder and it seemed to go down very well.

This could be applied across all popup menu's across IDEA - e.g. 
Surround With, Recent Files...
