    Two common alternatives to chlorine disinfection are hydrogen 
    peroxide, which breaks down into hydrogen and water and exposure 
    to ultraviolet light.  Both of these are oxidizers.  Waste water 
    treatment plants are already using U.V. disinfection.  In other 
    industrial applications, just not bleaching things to their 
    whitest white is an option, paper products could be sold in  "au 
    natural" tones.
    
    Non-oxidizing disinfectants that are stronger commercial include, 
    cloves and garlic.
