The guy with the money calls the shots. If a TP makes a sweetheart deal with a VAN, contingent on convincing all their suppliers to switch, you may not have a choice. Gottschalks did this in 2000. "Gottschalks has recently selected QRS Corporation as our sole solution provider." and "All vendor based EDI communications must utilize the QRS network. Interconnecting between VANS will need to be eliminated".
