To my knowledge there are few ways to "get around" JCP exclusive usage of GXS or no interconnects policy. You may want to talk to your VAN Sales or Senior Tech Rep to get more details on it (wink-wink). ...please let me know if I am wrong. Thanks.

JCP chargebacks can be thousands of $$$. I suspect it's a large revenue source for them. It hard to dismiss when they have your goods & money. I've never seen a penalty (yet) due to an interconnect problem... My clients are usually extra careful with JCP, and make sure that they get their 997s for any ASNs sent out.
