GXS supplies free VPN software (Check Point VPN).
I would suggest that you contact the VAN, since they have to be able to 
decrypt/encrypt the data.

Easylink provides AccessPlus (which does not have any encryption).

IBM/Advantis (now GE) provides Expedite v4.7 which has encryption, but I think 
that it's for login only...

Many VANs (and TradingPartners) use open FTP without a problem.

WS_ftp, etc...

I'm pretty sure that you will have to match whatever your TP or VAN is using...
