You can do this very easily in Altova MapForce, which supports
mapping data in other formats including databases and XML. For
recurrent transformations of the same type, you can also generate the
code in Java, C#, C++ and embed it in your own applications.

This is the first time I've heard of it, but I just tested it and it
works!

X12 and EDIFACT libraries with all revisions can be downloaded from
the website.
