A seal number in TD309 is certainly "ANSI X12" legal (004010) , even if not 
VICS-compliant.

If you want to be "VICS compliant,"   the only data you should request of 
your vendors are data which is part of the VICS implementation; and if 'seal 
number' is supported by the VICS ASN then there must be a designated 
segment/element/qualifier somewhere in the VICS '856' Implementation to put 
it.

If not found, then about all you can do is...
A) destroy every figment of logic for the existence of industry IGs such as 
VICS and find a "mutually  defined" data item in the VICS specs  (REF seg?)
OR
B)  Ask your vendors for TD309 seal anyway. If your vendors are NOT using 
some kind of "Screen interface, type 'em in" system and are actually 
generating ANSI EDI data via code or a mapping tool, this should not present 
any technical problems at all.

If your vendors ARE using some kind of "Generic VICS ASN"  desktop software, 
tool you will cause problems for your vendors requesting non-VICS data since 
a 'generic' tool by definition does not handle off-spec data.

Of course, you "could" re-examine your CURRENT 'need' for the seal 
number.....I find lots of "required" data items my clients' (almost all 
sellers) partners ask for that they don't use, don't use anymore,  thought 
they might want to use someday but never got around to it.. or.. ???. 
That's when I  remind both my client and their trading partners that  the 
important word in 'trading partner' is NOT 'trading.'  It can be amazing 
what you can accomplish when you take the time to really talk.
