Sounds like you could be tripping the over voltage protection.  When there is 
no other
fault the current limiting built into the supply folds the current back so that 
it does not
blow the fuse.  You can disconnect the wire going to the scr that is the OV 
clamp and see
if it's ok.  You can then troubleshoot the OV circuit.
