violates consistency.

Situation 1:

     4   A > B > C
     5   B > C > A
     6   C > A > B

     Candidate C is the unique Bucklin winner.

Situation 2:

     4   A > B > C
     5   C > A > B  

     Candidate C is the unique Bucklin winner.

Situation 1+2:

     Candidate A is the unique Bucklin winner.
