I admit I've never seen IMAP public folders in action, but I've heard about them before and drooled. I don't know offhand what server software supports them, though.
I would suggest liaising with the good people at Fastmail.fm for IMAP- related matters. The owner is very enthusiastic about Mac OS X, and takes pride in setting up the "best IMAP servers out there." Of course that's a personal take on the technology, but he certainly has some insights into what matters and what does not, in top of having access to a huge pool of statistics from his logs.
The company supports open source efforts. Maybe our fearless project leaders could use their high profile to interest them in the matter, and get them to share some of their wisdom as a developer-friendly provider.
On a side note, I have no formal ties with the company whatsoever. I'm just a client.
