Easy way to bring that to someone's intention: have a bar (under the
Subject field?) which says "In reply to", followed by a message icon
and the email's sender/subject. Double click on the icon you get to
view the message. There's a cross icon next to it, to remove the
in-reply-to header.

If someone's just hit Reply to fill in the To line, they'll see this
"In reply to" bar, and hopefully realise that hitting the cross might
be a good idea :)

Also, people might be more willing to change the subject within a
thread that way.
