I think they call this Personas in agile.

It's a very useful tool, especially with regard to feature creep, designing for 
edge and corner cases (while missing the big, fat juicy center), and as 
shorthand.

Really need a few (but not too many).

Boils down to:
Does Pamela need feature X? No? Then feature X is not important.
But someone might want feature X! So? Pamela (and Brent, and …) don't, so NO.

It's sort of like the Southwest Airlines pres who would answer suggestions like 
"We should serve meals on SW!" with, "Does serving meals make SW the low-cost 
airline?" NO!

Saying no is the most important job of the person(s) leading the project.
