Because "Plain Text" has nothing to do with the ENCODING.  If you use some 
funky character, or somebody else does  and you reply to it, and Mail or 
whatever is forced to change encoding sets in order to properly accomodate that 
character, shit blows up.  Olivier has a good post discussing that.

I love how everybody thinks a magical lobotomized app is going to solve all 
these email woes for them and they'll no longer have to deal with weird 
character sets, screwed up messages from other email clients, etc.

Again, There's a reason there aren't dozens of these apps out there.  This shit 
is HARD, and its HARD to get right All The Time, no matter what kind of 
horsepower or brainpower you have behind it.  As long as you live in the real 
world and have no control over what the Other Guy is using (this includes 
operating systems, mail clients, encoding schemas, and mail servers), you're 
going to hit shit like this.  

Mail clients try to hit a moving target the size of a golf ball (incoming 
messages) with a half-cocked BB gun (SMTP) from 100 yards (or through some 
mysterious email server) and hoping that 90% of the time you can get it right.
