I too would like scrolling, but as mentioned, I also have Prestissimo loaded, and that gives me double arrows at the top and bottom of the scrollbar, which at least resolves the issue of the arrows being below the dock, albeit still not giving me live scrolling. If you load Prestissimo, for some reason you need to boot up in OS 9 to install it and set the prefs. You can't set the prefs in Classic.
